If this is a private Member’s Bill and the Deputy Leader of the Majority Party is the one who has moved reporting of what has been considered in the Committee of the whole House, is that in order? If it was a government Bill or one sponsored by the Leader of the Majority Party, then practically that would be right. Are we in order to proceed as you have done?"

Even the Departmental Committee on Land has been involved. Hon. (Dr) Nyikal has asked whether it is in order for us to proceed. It is in order for us to do so. The Deputy Leader of the Majority Party will proceed to move reporting on behalf of Hon. King’ara because this Bill is already a property of this House."
