"content": "Thank you, Mr. Deputy Speaker, Sir. Good afternoon, hon. Cabinet Secretary. It is my pleasure to have you here. My Question is an assessment of what is going on with the Competency Based Curriculum (CBC). I will start with asking the Cabinet Secretary the following- (a) What progress has the Government made in putting up necessary infrastructure, including classrooms, libraries and laboratories in readiness for the enrolment of the first cohort of the CBC class to join Grade Nine? Could the Cabinet Secretary confirm whether the progress aligns with the originally set timelines that we all know as a country? (b) How is the Government actively promoting awareness of the CBC Curriculum? Could the Cabinet Secretary, in that clarification, help us understand whether the Government undertakes consultations on curriculum review with other key stakeholders? Of interest for us would be parent, teachers and publishers. (c) Could the Cabinet Secretary provide an update on the implementation of the recommendations of the Presidential Working Party on education reform? This is because that particular taskforce had some very interesting timelines that we do not know whether it will be achieved before our children join Grade Nine. I thank you, Mr. Deputy Speaker, Sir."

Oketch Gicheru, junior schools across the country currently have an enrolment of 2,279,052 learners in Grade Seven and Grade Eight. Of course, as we know, in the old system of 8-4-4, we had classrooms in Standard Seven and Standard Eight, which as of now, they have transitioned to Senior School, which is our secondary school. So, as far as the Grade Seven and Grade Eight are concerned, we do not have a problem of classrooms. The Ministry has also done a needs assessment and determined that we have a shortage of 15,021 classrooms for those who will be transitioning into Grade Nine next"

"content": "year. We have tabulated the number of classrooms we require countrywide as per county. I have attached the table there for Members to confirm. The Government has also taken proactive steps to ensure that the infrastructure requirement for the year 2025 is in place. For that particular purpose, the Government has allocated a conditional grant of Kshs3.39 billion to the National Government Constituencies Development Fund (NG-CDF), which is being distributed across constituencies. That is, of course, taking into consideration the needs assessment that we have done, covering the entire country. We have agreed that the NG-CDF is also supposed to match these funding from their allocation, such that once we do one classroom using these funds, they will also do one classroom. Out of this, we expect to do 6,000 integrated resource centres for our junior schools. Additionally, we have engaged the World Bank and have an allocation of Kshs9 billion, money which we will also use to construct another 9,000 classrooms. In total, that will make 15,000. We are working hard this particular year in order to make sure that the necessary infrastructural development in our schools is done in readiness for admission of Grade Nine pupils, which will be domiciled in the existing primary schools. I want to emphasize on that point. Grade Nine will be in the existing primary schools. They will go to Senior Schools after Grade Nine. On promoting awareness, we have taken a lot of steps to promote awareness on the CBC through an inclusive and participatory process. One such process was undertaken way back in 2019. We know that we are undertaking a first implementation of the CBC since 2017. They will have two years in pre-primary, six years in primary, three years in junior school, three years in senior school and three years in university. That is the kind of structure we have. The implementation of this particular structure was based on Sessional Paper No.1 of 2019, which was a post framework for reforming education and training for sustainable development in Kenya. The same Sessional Paper was presented in the last Parliament, where it was debated and approved. It is on the basis of that approved Policy Paper that we have that particular structure in place. We have also employed various other methods to create awareness. They include public forums, press releases, circulars and official statements to convey information on key issues on CBC, such as the domiciling of junior schools. We also had various public forums on the guidelines for implementation of the junior schools, including the rationalisation of the learning areas. We reduced the learning areas as recommended by Kenya Institute of Curriculum Development (KICD) in almost each and every level. The other State Agencies which are involved in ---"
