"content": " Thank you, Hon. Temporary Chairman. The Leader of the Majority Party is very much aware that this being a new clause, it needs to be explained. He cannot just move it without an explanation on the import. This being a new clause, it is supposed to generate some debate. So, he needs to move and explain the importance of what it is doing to the Bill which he has not done. That is why I rose on a point of order."
