"content": " Thank you, Hon. Temporary Speaker. I beg your indulgence. This is a very important Bill dealing with matters to do with risk management of disasters in the country. This Bill was considered by the Departmental Committee on Regional Development and the Chairman, Hon. Lochakapong, was to second me. He had sought permission to join one of our Members in the Budget and Appropriations Committee, the Member for Embakasi West, who is bereaved and is not in the House. Therefore, I am constrained to move this Bill without a seconder. I seek your indulgence to defer this Order to another time."
