Mandago was specific to money that is owed to public institutions. So, in her answer, when she goes around and includes religious institutions and so on, I think she is conflating issues. Since these are not covered by the questions of fraud that she spoke about in the private institutions, she needs to tell us when NHIF will be paying the public institutions, including the four Level 4 Hospitals in Nairobi. When will she be paying them? Do not tell us about the religious institutions."
