"content": "Mr. Chairman, Sir, I beg to move- THAT Clause 45 of the Bill be amended— (a) in sub-clause (1) by deleting the word “may” appearing immediately after the word “Cabinet Secretary” and substituting therefor the words “shall within two years of coming into force of this Act”; The rationale is that this is an amendment to the mandatory requirement by the Cabinet Secretary to gazette the regulations as opposed to giving the Cabinet Secretary the option to gazette the regulations. Therefore, I request members to support. (b) by re-numbering the existing sub-clause (14) as sub-clause (2); This is to correct the drafting error."

"content": "(c). by inserting the words “and the Council of County Governors.” immediately after the words “Boundaries Commission” in the re-numbered sub-clause (2). Rationale is that this is an important amendment to include Council of Governors (CoG) as body to be consulted by Cabinet Secretary in coming up with the regulations. Counter boundaries are within counties which are manned by the CoG. As such, it will be important to have the council consulted in coming up with regulations as they are integral stakeholders. I ask members to support the amendment."
