"content": "THAT, Clause 29 of the Bill be amended: (a) In sub Clause (1) by deleting the word “may” and substituting therefor the word “shall”. (b) In sub Clause (2) by deleting the word “may” and substituting therefor the word “shall”. The justification is that the amendment seeks to make it mandatory for the county assemblies to enact this legislation to give effect to the provisions of this Act."
