"content": " Thank you, Hon. Speaker, for the indulgence. I stand to seek your advice. Last year, there was a petition that was brought to this House by the principals of our schools in Kenya. Schools are opening next week if rains allow and the principals are a worried lot. The issue that the principals had raised was a matter of capitation."
