"content": " Hon. Temporary Chairlady, I beg to move: THAT, the Bill be amended by deleting Clause 4. The import of this is that it is not possible to bring all emergency regulations to the House. For instance, the COVID-19 Rules. They cannot be brought to the House because that is an emergency. They are approved by the Committee which quorate. It has 21 Members, and that should not be a problem. We considered this in the Committee and agreed that this clause be deleted."
