"content": " Hon. Temporary Chairlady, the Chairman can help us more on this amendment. The essence of the amendment is the doubt in Hon. Millie’s mind whether “health products and technologies” include herbal medicines. It was easy to include the word ‘medicine’ after the word ‘herbal' to read ‘herbal medicines’ when we were using the term \"medicines.\" During winnowing, I cannot remember whether we said that “health products and technologies” broadened to include herbal medicines. The Chairman should help us with that. If we do not do that, we will carry the amendment in the whole document."
