"content": "Hon. Temporary Chairlady, as a House, we have to agree on one thing. It is almost two years now since we started passing budgets for this regime. But there is no single road that is complete. Not even one! There is no single road that can be handed over to the people of Kenya as complete. This is an embarrassment! Secondly, the worst thing that happens in this State Department is that although we are allocating Ksh199 billion, when the first Supplementary Budget will be brought here, there will be a reduction of Ksh25 billion from this Ministry for strange reasons. Last year, Hon. Temporary Chairlady, I asked why we were removing Ksh18 billion from the Department of Roads. I said it on the Floor of the House. Let us not pass money on paper. If we know that we are not going to deliver any roads, let us give them Ksh25 billion wafanye kiraka-kiraka for the roads that were spoiled by the rains and heavy motor vehicles. No single road is complete! In my constituency, there is a road that has been under construction for three years. I thought that when freedom arrived, it will be completed. Let us be serious. If there is no work that is going to be done, let us not just pass money for the sake of it. Let us reduce our budget to Ksh2 trillion. Thank you."

"content": "Thank you, Hon. Temporary Chairlady for giving me this opportunity. As much as we are discussing the Budget, it is important to point out that in my constituency, there is no single national project for roads. We continue seeing unfairness that is being perpetuated across the country, whereby projects are skewed and taken to specific locations. As we move forward, let us ensure that there is fairness. The country belongs to all of us and this House represents the entire country. As we move forward, and I hope the budget drafters are listening to what I am saying, let us re-look into those constituencies that have been ignored, Kiminini being one of them. That is very important."
