"content": " Hon. Temporary Chairlady, the Chairman might perhaps need to be a bit careful here. As much as you are very thorough and detailed in legislation, there will be an offence that will be forgotten. It will be an offence that will be provided for any part of the Bill that no specific fine or sanctions are provided for. It is normally a general practice to put there a general penalty clause to cover any eventualities or unknowns. I beg that we rethink it so that we do not have a situation where something has happened and we have no recourse. Thank you."
