"content": " Thank you, Hon. Temporary Chairlady. If the Committee has gone through the Bill and made provisions for every single offence, then it is okay if you do not give an umbrella one. Therefore, it means that you have gone through the Bill and you are sure that there is no offence that has not been provided for. This is because you cannot provide for an offence that is not in the Bill. I support the Chairman on this one."

It is not something that you can do in the manner we have done right now in generality by saying: ‘Any person who commits an offence’… It can always be covered under the subsidiary law, which, in my opinion, is going to be more exhaustive."

The general provision was providing for a very steep penalty. What is unforeseeable could be something very trivial. That is why if there was anything unforeseeable, I believe it can live in the subsidiary laws - the regulations."
