Temporary Chairlady, I beg to move: THAT, Clause 28 of the Bill be amended— (a) in subclause (2) by deleting paragraph (a); (b) by deleting subclause 4; (c) by deleting subclause 5; (d) by deleting subclause 6; and, (e) by deleting subclause 7. The import of this amendment is that we need to ensure that licences or permits are not granted unconditionally. We are prescribing conditions. Granting licences should be within the existing laws. We also want to ensure that we delete administrative provisions that can be contained in the regulations."
