"content": "Mr. Deputy Speaker, Sir, I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Health regarding the administrative challenges affecting the operation of the Social Health Authority (SHA). On 12thNovember, 2024, the Acting Chief Executive Officer (CEO) for SHA was suspended for 90 days to allow investigations into his conduct and performance. The prolonged vacancy in this critical leadership position has raised concerns among key stakeholders, including patients, staff and the general public. In the Statement, the Committee should- (1) Explain the reasons for the delay in appointing the CEO of the SHA and provide a timeline for the expected appointment. I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Health regarding allegations of child trafficking in Government health facilities and informal clinics. In the Statement, the Committee should- (1) Provide a detailed report on ongoing investigations into allegations of child trafficking facilitated by staff in Government health facilities, particularly addressing allegations that a social worker attached to Mama Lucy Kibaki Hospital (MLKH) has facilitated the sale of multiple children. (2) Outline the disciplinary and legal actions taken against Government employees, found complicit in child trafficking cases and state the collaborative measures in place between law enforcement agencies, health authorities, and child protection services to dismantle these illegal operations. (3) Provide a status report on the licensing and regulatory oversight of private health facilities, explaining why unlicensed clinics continue to operate unchecked. (4) Submit a list of licensed and unlicensed clinics in Kayole and other identified hotspots in informal settlements, outlining any actions being taken to shut down illegal clinics allegedly involved in child trafficking. (5) Indicate the measures being implemented to ensure compliance with health regulations as well as the closure of facilities involved in illegal activities."
