"content": " Hon. Temporary Speaker, you ruled correctly that if a Motion on reduction of the speaking time for each Member is to be moved, it must be done at the beginning. It cannot be introduced midway. We request that Members speak for the shortest time they can since we cannot move the Motion midway. We have had so many Motions that Members have never been interested in. When we have a matter that the House is interested in, like this one, allow Members to speak."
