"content": "THAT, Clause 9 of the Bill be amended— (a) by renumbering the existing provision as sub-clause (1); (b) by inserting the following new sub-clause immediately after sub-clause (1); (2) Despite sub-section (1), nothing in this Act confers upon the Board the power to perform functions that are under the mandate of other Government ministries, departments, trusts or agencies."
