In the Statement, the Committee should address the following- (1) Apprise the Senate on the status of implementation of the Senate resolution on the Motion, promotion of the mental health facilities for mothers who have just given birth and are experiencing mental health issues, which was adopted by the House on 10th November, 2022. (2) Plans and activities being undertaken by the Ministry of Health and county governments to commemorate World Maternal Mental Health Day and promote public awareness around perinatal mental health. (3) Highlight availability and accessibility of maternal mental health services at public health facilities, including the presence of trained professionals, counselling infrastructure and referral systems. (4) Steps being taken to combat stigma and increase community education around perinatal mental health, including support for both mothers and fathers. Thank you, Mr. Speaker, Sir."

"content": "I have one more Statement on quality of airline services on African flight routes by international carriers. I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Roads, Transportation and Housing on a matter of international concern regarding the inconsistent quality of in-flight service and passenger experience by certain international airlines, operating flights to and from African destinations, including Kenya. I recently had the opportunity to travel on multiple international carriers, including Egypt Air and Turkish Airlines, flying from Nairobi to various destinations across Europe and the Americas. I observed concerning disparity in service quality both in business and economy class and on the African legs of these flights compared to the standards maintained on the Europe and North America segments of the same airlines. Specifically, the African segments exhibited lower standards in areas such as cabin cleanliness, meal quality, in-flight entertainment, staff responsiveness and overall attention to passenger comfort and dignity. These discrepancies are increasingly being reported by other African travellers and raise critical concerns about discriminatory service practices, double standards and the possible undermining of consumer rights for African passengers. Mr. Speaker, Sir, this situation is not only unjust to African travellers, many of who pay premium fares for international flights, but also damages Kenya's standing as a regional aviation hub and tourist destination. The principle of non-discrimination in service provision must apply uniformly, regardless of the flight origin or destination. "content": "Kenyan and African passengers deserve equitable, dignified and high-quality service when they board international flights, regardless of which continent they are departing from or flying to. I urge the Committee to treat this matter with the seriousness it deserves and ensure this House is duly informed on the way forward. In the Statement the Committee should address the following- (1) Measures the Kenya Civil Aviation Authority (KCAA) and other relevant agencies have put in place to address this service disparity by international airlines operating flights to and from Kenya. (2) Guidelines or agreements in place to ensure uniform service standards and passenger experience by international carriers regardless of route geography and whether there are collaborations with the African or regional bodies to advocate for fair treatment of African passengers on international flights. (3) Remedial measures that could be pursued to engage airlines like Egypt Air, Turkish Airlines, among others, on concerns of inconsistent and potentially discriminatory service on African routes. (4) Kenya's consumer protection mechanisms in aviation to address complaints of poor or unequal service by international airlines. Thank you."
