"content": "In fact, Mr. Deputy Speaker, Sir, I was coming to the point that we are discussing. Division of revenue is a matter that has been covered under this agreement which is not restricted to the parties that have signed it. Since it is my job to teach, allow me to read what this agreement establishes. The propaganda I was saying that we must combat is what this agreement is and what it is not. This agreement does not form a government. In fact, it sets up a platform for collaboration and cooperation between all political forces and other stakeholders in Kenyan society and not just ODM party and the UDA party. So, everybody is welcome to have this conversation. Mr. Deputy Speaker, Sir, allow me to conclude what I was saying, that as the SG, I am the custodian of this document. For those who were asking why Sifuna is the one who asked this question, Article 20 of the party’s constitution also confers on me the power to perform any other functions that have been allocated by an organ of the party. I want to confirm here that the central committee has charged me with the marking scheme for implementation of this document. So, when I ask questions, nobody should ask why Sifuna is asking them. When you look at Article 3(1) of this document, it talks about protecting and strengthening devolution."
