            "content": " Thank you very much, Hon. Speaker. I believe the Cabinet Secretary was very clear when he was responding to this. He was talking about the threat of terrorism. If Hon. Members in this House are saying no to that, then they must vigorously challenge that position. Secondly, it is about regional stability. If the neighbouring countries are unstable, and we have problems with small arms, light weapons, and even things like mortars and rockets that can get into our country. Thirdly, it is about technological limitations that if an aircraft is flying below the radar - that is, if it is flying below 10,000 feet, it means it can fly below the radar. For that reason, what the Cabinet Secretary has said is that for the security of everybody and everything, they enforce these regulations. If we can challenge them and say that there is no need to have those regulations, the Cabinet Secretary, in closing, says: “We will consider any substantial evidence that may emerge, warranting a review of measures that are in place.” This is very clear. The Cabinet Secretary is seeking compelling reasons why this should be lifted and requests that you come forward to provide the necessary evidence. Some of my colleagues who are challenging these regulations own aircraft. There is freedom in using the Kenyan airspace, but the security of Kenya remains paramount."

The real concern is that the current regulations are illegal, as they have not been approved by this House. We want you to direct that either they bring the regulations to the Committee or they are declared illegal. The owners of these aircraft are Kenyans."

After that period, they lapse.
