Members, please, note those of you who are acquainted with the provisions of the Constitution, both former and current, would know that the functions that are conferred on the Speakers Committee as provided for under Standing Order No.194 are largely, if not exactly in the same terms, vested in the Parliamentary Service Commission under the Constitution. So, there is a body that has constitutional powers to exercise this mandate. Now, there is a body that has that mandate under the Standing Orders. So, I think your guess is as good as mine, which one takes precedence over the other."
