The way I saw it is that the engineers are placing themselves in strict discipline; in strict professional conduct. That is the way I saw that provision, and when I looked at it, I said fair enough. I want engineers who are in good conduct as professionals. But I think I agree with my good friend, hon. Kivuti. He is reading it out of context."

Gumbo, I think if we can make amendments so that we only leave: “Providing engineering services” and we leave out the other sentences which tell us that those engineering services are not limited to what they are listing. Really, Eng. Gumbo has made it open-ended, but if we leave it at: “Providing engineering services,” I want to believe that the surveyors here and, to that extent myself as an accountant, we will definitely be satisfied."
