  • 6 Oct 2021 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support that Petition. It is very unfortunate that some Government officials do not respect the rule of law. It is important to treat the court orders with respect. Court orders are not opinions or suggestions. They are court orders which demand every State officer who has taken an oath of office to respect the rule of law. It is very unfortunate that some investors are trying to support Government in some cases, but it is not supporting them. That is the reason why, in Africa, and to be specific, in Kenya, we ... view
  • 29 Sep 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chair. I rise to support the amendment by Hon. Ichung’wah. Having said that, I want to support all the Members who have spoken to this. It is good for us not to set very dangerous precedents because we will be reviewing many other institutions in terms of operations. We will mess up institutions by creating laws that are going to force those who are in office to be leaving office just for the sake of it. I think the NHIF is not a dysfunctional institution; it is actually functioning. Most of the challenges that are ... view

  • 22 Sep 2021 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to ask the following Question to the Cabinet Secretary for the National Treasury and Planning: (i) What is the current amount of the country’s total debt, both domestic and external? (ii) Could the Cabinet Secretary provide a breakdown of the total amount of funds that the country has borrowed both domestically and externally since independence, indicating the amount borrowed under and during the term of each of the previous and current Presidents? (iii) What plans has the Government put in place towards ensuring that its debt levels, particularly the external debts, are maintained ... view

  • 4 Aug 2021 in National Assembly: Hon. Speaker, pursuant to the Provisions of Standing Order No.44(2)(c), I rise to request for a Statement from the Chairperson of the Departmental Committee on Education and Research, regarding challenges occasioned by the ministerial policy on 100 per cent transition in the country. Hon. Speaker, the Government’s plan to roll out 100 per cent Transition Policy has seen primary to secondary transition rates increase from 83.3 per cent in 2018 to 95 per cent this year hence posing infrastructural challenges in most schools in the country. This therefore means that the Ministry needs to put in place additional infrastructure in ... view
  • 4 Aug 2021 in National Assembly: Hon. Speaker, allow me to thank you for acknowledging that this is a very critical issue. Secondly, thank you for allowing Members to interrogate this issue. I must admit that it was not very easy to make a decision whether it should be a Question, Statement or a request to Members to support it as an Adjournment Motion so that we can discuss this issue. I am fine with two weeks because we expect a comprehensive Statement which will be holistic in its approach because these issues are so many. They touch on every issue of education from infrastructure to ... view
