  • 16 Nov 2016 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity to contribute to this important Motion. I want to join my Chairman and Vice-Chairman in supporting the appointment of Lt. Col (Rtd.) Githiri. We interacted with him during vetting. We are aware that drug abuse is a serious issue in this country. During the vetting, we tried to find out whether he has what it takes to handle that important docket. Based on his experience, I was convinced that Col. (Rtd.) Githiri has what it takes to take the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) to ... view
  • 16 Nov 2016 in National Assembly: Lt. Col. (Rtd) Githiri has a lot of passion in ending that menace. At one point, he volunteered to be a member of NACADA. That was about six years ago. He was a senior officer and yet, he volunteered to support NACADA without earning any allowances. In my view, that was a clear demonstration of passion in addressing the drug abuse menace. He worked in the armed forces and went through a number of trainings. Looking at what he has been trained on, he brings in a lot of skills to that institution. There has been a lot of infighting ... view
  • 27 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I have been listening to the amendment moved by the Member of the Departmental Committee on Administration and National Security, where I also sit. I support that amendment. As a Committee, we agreed that once the report is sent to the Senate, it does not make sense to share the same report with the CoG. When you read the Constitution, it is very clear that the Senate takes care of the interests of the counties. It will just be duplication and spending unnecessary effort to share this report with the CoG. I support the ... view
  • 27 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. Let me also add my voice in supporting these amendments. They will go a long way in improving the Pyrethrum Act, No. 22 of 2013. What is very interesting is the inclusion of the CoG. You will realise that the way the CoG is structured has sub-committees which take care of specific devolved functions. Agriculture being one of the devolved functions, it will be important that a member of the CoG sits in this important committee. Other issues which are also important are issue of gender representation, the one-third representation and regional and ethnic ... view

  • 27 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to make a quick comment on this Bill. Let me, first of all, thank the Senate for initiating these amendments. After going through different clauses of this Bill, I realise that there are some areas where it is obvious that the Senate, as the Chairman of the Departmental Committee on Agriculture, Livestock and Cooperatives said, is proposing an amendment of a non-existent clause. That does not augur well for purposes of law-making. In future, those are areas we need to be careful on. Now that we have amendments approved by this ... view
  • 27 Oct 2016 in National Assembly: The Constitution is very clear in terms of the roles of the Senate and the National Assembly. There could be some laws talking about the Council of Governors (CoG). It is important that people do their assignments as per the mandate given by either an Act of Parliament or the Constitution. With those comments, I want to appreciate the input of the two Houses towards the realisation of these amendments. I support. view

  • 26 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I want to be very brief. Hon. Ottichilo has brought a very important Motion to this House. As a result of this Motion, we can hear the Members of the Departmental Committee on Agriculture, Livestock and Cooperatives telling us what has been happening behind the scenes and what has not been presented to this House. We need to be fair to Kenyans. The GMOs are very important to this country and this is a matter of national interest. As the Committee is proposing, we can allow them about two weeks to present this report to ... view
  • 19 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I also rise to support this recommendation by the Departmental Committee on Finance, Planning and Trade, although I will be making some observations. I think we really need to appreciate the presentation of this list to this House. That is because the CBK has stayed for some time without having directors and, to me, that has been a serious omission. I must thank the Departmental Committee on Finance, Planning and Trade for bringing this list to this House for approval. I have looked through the list of appointees and what they are expected to do ... view
