  • 17 Aug 2016 in National Assembly: The Committee needs to look at the way funds are distributed for roads maintenance in this country. Some petitioners are requesting for dual carriageways while other counties like mine have no roads. We have been complaining about a Class “B” Road, which has never been tarmacked. When we see people asking for a second road or a dual carriageway and we have none, it is an issue of concern. These are the issues that the Committee should take up and discuss to make sure that, as a country, all regions are treated fairly. view

In the past, these Reports have experienced very long delays. We are only two years in terms of backlog and the Committee can now fast-track the implementation. It will be good for us to get timely reports of Government accounts from the previous year. Since Parliament is working hard to assist the MDAs, it is important that these audit reports are presented on time so that the House approves them. That way, we will be assisting this country. Hon.   • 17 Aug 2016 in National Assembly: If you go to Europe and come back and you do not account for the imprest you were given, your salary should be deducted. You either produce documents or pay back the money. Personally, I do not accept this idea that people can fail to account for imprest unless people are using the imprest as interest free loans from the Government. One could get imprest and use it to finance one’s expenditure then delay to surrender it. Even as I support, it is important we observe that wide consultation is important though it should not be used to delay implementation of decisions. At some time, the room for consultation has been used to delay implementation. I support. view
