  • 5 Apr 2022 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity to second this important Motion. Just as Hon. (Dr.) Makali has said, it is important. We need to fast-track it so that counties access the Kshs39 billion which is additional funds to the counties through grants. When we sat with Members of the Senate who are part of the Mediation Committee, it was very easy to agree on the amendment that came from the National Assembly. The amendment was to change the title of the Bill so that it is not just limited to grants but also other additional funds that ... view
  • 5 Apr 2022 in National Assembly: issues that was raised on why it should be an annual Bill is to ensure that our counties are accountable for the funds they are given as additional resources. That is so that the services can reach people at the county level. As I conclude, it was also important to note what Hon. Makali has said. That Members felt that there has not been fairness in allocating these additional funds, especially the grants, to the counties. It is important that the National Treasury and the national Government get a way of ensuring that there is fairness so that it is ... view
  • 9 Feb 2022 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I just want to thank the Committee for this clause because it is long overdue. We know that most young people in this country are just fresh from campuses or colleges and have gone through school with a lot of difficulties. Then we are asking them for these clearance certificates and even adding a cost to it. So, I think this is something which is very important and I support. Later on, is to follow-up and ensure its implementation is done according to how we pass it here in Parliament. Thank you. view
  • 9 Feb 2022 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. First I want to take this opportunity to congratulate and thank my colleague, Hon. Owino, for this very significant and important Bill. It is going to look at welfare and how our community health workers work in our country. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 9 Feb 2022 in National Assembly: Just as it has been said by others, we cannot overemphasise the important role and work that community health workers play in our country. Just from the word “community”, these are the people who had direct access to the community. They go out of their way to reach people even in the remotest areas. I know for example how vast my county of Samburu is. But any other time you will always find a community health worker in the remotest village. They also have a personal touch with community members. Also, community health workers are people who actually do follow ... view
  • 9 Feb 2022 in National Assembly: I want to pick up on what has been said about our county governments. When you asked if there are some governors who do not have a heart, it depends on how they treat people. On what has been said about the pending bills, it always goes to areas like building roads because that is where there are kickbacks and it depends on which contractor they pay. When it comes to serious issues like this one, where money will not exchange hands, we will have difficulty in the implementation of this law. That is where you will find governors with ... view
  • 9 Feb 2022 in National Assembly: I wonder what they use to pump blood. It is a serious issue. It is something that we need to look at as a country. The matter of pending bills has a human face to it both at the county and national level. There are so many Kenyans who are going into depression. We have people committing suicide and others being actioned because of committing their resources to deliver services to both the national and county governments. They are left to pay debts of huge loans that impoverishe them. It is important that as we discuss this matter of national ... view
  • 23 Sep 2021 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity. I thank my colleague, Hon. Sankok, for bringing this very important Motion. It is a matter of national interest. We have seen what is happening in the country even through the media. We have seen the security apparatus move in strongly to Laikipia to resolve this matter. We have also heard politicians from Laikipia and other areas speak. It is important to note that everybody in this House has a right to speak and state their views on this matter. That is why it was brought to the Floor. On matters ... view
  • 23 Sep 2021 in National Assembly: The next day was a market day and even people from Samburu County went to the market in Tiaty Constituency. From there, the Pokot also said their people were killed and even them they would revenge. That is the genesis of the Laikipia conflict that has got us to where we are now. It is important we put the facts on the table. It went on and on. The Government apparatus also has a way of inciting communities against each other. When you see the Samburu leaders speaking, and I am one of them; or the Pokot, Kikuyu or anybody ... view
  • 23 Sep 2021 in National Assembly: land belonging to small-scale farmers. I do not agree with that as a leader. However, the Government has to agree. We read newspaper headlines claiming that the Samburu people living in Laikipia are illegal inhabitants. It goes on to say that pastoralists should not be in Laikipia when there are people who are bona fide residents of that area. They were born and raised there. Other people came and bought land in Laikipia. That is one misconception. view
