I know there is the urge to pass this matter as carried by the House during the Committee stage. If we had the House of Lords, where you have low lords, we could just pass it anyway because it can be intercepted there and corrected, but we do not have that House. I would hate to hear of refugees from Ethiopia being moved to Marsabit and Isiolo to become voters just because somebody wants numbers. Hon. Speaker, save the country. Use your office. The Member is quoting the Nairobi Express Way and putting a price tag on it when he knows that he is misleading us. I am asking whether it is in order to allow him to record that there is taxpayers’ money from the National Treasury, by this Government or whichever Government, that has gone into the Nairobi Express Way before he sits down with that kind of reckless talk? view

I want to remind those who are questioning the regional part of it that I actually happen to be one of the people who have problems whenever there is a problem in Marsabit or Isiolo. They are my immediate neighbours. I want to second this by stating that it is true we have had a long period of disquiet in this region specifically this county. So, the story of the guns existing in Marsabit County should be a shame to the national Government, which should ensure there is no overflow of the illegal guns from neighbouring Ethiopia. I remember towards the end of 1997 we had quite a lot of issues. Police officers across the border were being kidnapped. It is the same behaviour now and it should alert the national Government to put in place adequate measures. For instance, the government should ensure that Nyumba Kumi is active in this county more than any other specifically because of the flow of illegal guns ... view
