In respect of the last aspect of the Minister’s answer, there is, of course, the policy of occupier’s viability, which does not even require a policy as such. If you are on the premises lawfully, it does not matter whether you have a policy or not. You have a duty of care to persons who are lawfully on all those premises. So, I do not think it is a question of whether there was a policy or not. He is admitting that this took place, and that the New KCC Limited is liable to compensate that person."}
