We do not have a similar provision for Private Members’ Bills. When I bring a Bill and the Committee decides in the negative, it is not known whether a report has been written and it has not been brought to the House and therefore, the House has not made a decision, either in the affirmative or the negative. I want to persuade the House that the Committees of the House cannot arrogate themselves the role under Article 94, that only this House can make a provision that has the force of law, and reading the reverse to it that a decision to negative a legislative proposal rests with this House. I want to propose that all reports including those that the Committees disagree with come before the plenary so that they can decide whether they should die or not. I am saying this conscious of the powers of the Speaker, under the Standing Orders in regard to money Bills and other provisions."}
