I want to take off by looking at the assumption that he used to build his Budget. One of the assumptions is that there will be a growth rate of 5.1 per cent. This is coming against a background that in 2008, we had a growth rate of 1.6, which was followed by a growth rate of 2.6 per cent. As a patriotic Kenyan, I would want to see a growth rate of about ten per cent. But I know this can only be achieved progressively."}
