Counties allocate at least 10 percent of their budget on Early Childhood Development Education (ECDE) towards this vulnerable group; and, 2. Policy is developed to incorporate the needs of children who are less than three years of age. The Mover of the Motion is not present. Therefore, the Motion is deferred."}
