It says: “Refusal to issue a license.” That means an officer can misuse his power; he wants money and corruption. What do you do? You give out money. For me, all systems or entities that appear in this country, which have a form of a license, very few do it bona fide. Vast majority of them act mala fide. Mr. Temporary Speaker, Sir, therefore, make this industry less regulated. Regulations do not assist a sector; they tend to retard a sector. That is my strong view. In fact, my final remark is this one. I would propose that we even create what we call guaranteed minimum return for farmers’ produce. I would support that one."}
