This is a popular initiative and we have already done referenda in Kenya thrice following a popular initiative. We utilised the election law which for now cannot suffice. We can still use the election law. It goes on to the nitty gritty of who is a voter. A person eligible to vote in a general election is the same person eligible to vote in a referendum."}
