That is a fairly dangerous thing. It is better to have a clear law on a referendum for amendment of the Constitution which is what we have here. If there are other referenda that we want to go into, we should have a clear law for that. I have looked at the Report of the Joint Committee. I do not think that has been clearly brought out. We need to do that. Clause 8 of the Bill implies that counties can have local referenda. This is something that we have to look at very carefully, so that we do not end up with a lot of public expenditure on efforts that may not be useful to the country."}
