This basically deals with the delegated legislation. These are the powers given to the regulation-making authorities so that they can actualise laws that are already passed by the assemblies. I hope governors would be respectful of these laws when it goes to the counties. Most of the times, I have seen legislation in county assemblies completely ignored and rubbished by governors. A case in point is our County Assembly of Machakos where MCAs rejected CECs during vetting, but they are still in office. It is unfortunate. I wish it does not get abused by the leadership in the counties if we pass this. They must begin to believe in the rule of law."}
