I rise to support passage of the Division of Revenue Bill this afternoon. So that we do not become repetitive, I want to go straight to the few issues that I may want to highlight. Madam Temporary Speaker, there has been a misconception largely because when the national Government gets its allocation- in this case, the Government is getting about Kshs1.7 trillion and county governments are getting about Kshs370 billion - it is assumed that the implementation and utilization of these funds should be parallel. You find that projects that are being implemented in the country---Every project is in a county, whether it is being implemented by the national or county government. The running and implementation and utilization of these funds in a parallel method has resorted in us having so many projects that never gets finished."}
