There is no Majority Report that was moved. That is not lost upon us, but I expressed my views on the Bill in a Minority Report that is allowed in our Standing Orders. Is the direction that I do not refer to anything I said in the Minority Report? No one has said that “I wish to move a Minority Report.” My opinions on the Bill, on certain clauses, and I will quote them, are also expressed within the Minority Report. Therefore, Sen. Wetangula, I did not stand to say that I hereby want to move that this House adopts any report. The House is not adopting any report. The Report by the Co-Chair of the Joint Committee was tabled in the House to inform us. It will be of value to Members, and a few Members have asked, that they would like to be informed on what the thinking in the Minority Report was, within the context of the Bill. I do not think there is any need to prevaricate on that. Let me go into it and why I took a different view on certain aspects. I also wish to point out, and Sen. Kang’ata has also said that there are people who signed both reports."}
