As the Departmental Committee on Justice and Legal Affairs has rightly observed, Parliament cannot replace the people’s views on a popular initiative with its role. Thus, the ultimate authority regarding a popular initiative Bill rests with the people. That is the direction that we should drive this Bill to. I speak as the national Chairman of Orange Democratic Movement (ODM) which is the Minority Party in this House. As a Party, we have taken a decision on this matter. The Bill should be passed as it is. In a political process like this, you gain some things and lose some. You cannot gain everything. You cannot get everything you want."}
