It says- \"There shall be established by an Act of Parliament, Mental Health. Legislation to— (a) protect the rights of any individual suffering from any mental disorder or condition; (b) ensure the custody of such persons and the management of their estates as necessary; (c) establish, manage and control mental hospitals having sufficient capacity to serve all parts of the country at the national and county levels; (d) advance the implementation of other measures introduced by specific legislation in. the field of mental health; and (e) ensure research is conducted to identify the factors associated with mental health.\" I believe this legislation intends to do so. This is the legislation that is envisaged in the Health Act that needs to be enacted."}
