You find a county government where a governor loses in the general election, but his personal employees are absorbed in the new government and get paid. That way, with time, we end up with a bloated wage bill. County government money is misused instead of being used for development. So, there is need to come up with a proper structure, so that if people were employed in the previous government, they continue serving instead of a new governor employing new employees and still retain the ones he found in office. The wage bill keeps on getting bloated and development suffers."}
