Temporary Deputy Chairman. Hon. Ichung’wah is my very good friend. You should note that this Bill is coming back a second time. The purpose of the Bill is to reduce bottlenecks. If we are making any amendments to increase bottlenecks and yet we have a Committee that has representatives from the national Government and county governments where a project is submitted for determination of all these factors. If we say that a project has to go to the Attorney-General who single-handedly determines the county government dispute, then we will just get into further disputes."}
