This is a country has 13 million non-Saudis working. They have a huge preference for Kenyans. We also had some negative cases maybe around 100. One case is one too many. However, we want to handle it in a manner that once secures Kenyans, increases the capacity for labour migration, but does not jeopardize the jobs for the other 88,000 who are okay."}
