That means that it remains a legislative proposal because if it has been published, then it cannot be with the Departmental Committee. The reason why you appeared before the Budget and Appropriations Committee I believe was for the purpose of addressing the requirement of Article 114(2) of the Constitution with regard to money bill effects. Given what you have just explained, I am sure that must be the reason why they called you. Indeed, the Budget and Appropriations Committee should give a Report guiding or advising on how to proceed and whether the Bill should go to publication and, if not, the reasons."}
