This Bill creates the idea of interest, so that there is a penalty for the institutions or the individuals who do not pay the money on time so that there is an element of a pinch. It is not just the supplier who will suffer as a result of the delay. It means that the county will have to pay people the accrued interest and they will have to pay more bills.
