Wamalwa has said, land is a factor of production. When land is held in Government custody but does not produce, it is a loss to this country and a loss to all of us. If the agriculture and irrigation failed, it is common sense for the Government to de-gazette the parcel of land and revert it back to the people of Tana River so that they can use it as a factor of production. That way, we can have food security. They are pastoralists and the land should be de- gazetted - and the Hon. Chair of the Committee is here - and she should look into all the land that is lying idle in the hands of ADC and de-gazette it so that we can use it to produce food. We have an acute shortage of food in this country."}
