If I see conduct that is not parliamentary, I normally will deal with it instantly. So, if I noticed your conduct that time and you were conducting yourself in a manner that the Standing Orders do not permit such as shouting from your position when you have not caught the Speaker’s eye and I notice that infringement, then I will deal with it. If it is an infringement that I do not notice, then I cannot deal with it. I only rely on my good senses and I have six of them. I either feel or see or smell or touch. If none of these senses works at a given time when there is an infringement, please, do not blame me. Blame the maker! Proceed, Right Hon. Prime Minister!"}
