Temporary Deputy Chairlady, I beg to move:- THAT, the Bill be amended by inserting the following new clause immediately after Clause 2 – Amendment 2A. Section 3 of the principal Act is amended by inserting the following of section 3 of new subsection immediately after subsection (2) – No. 11 of (2A) A citizen of Kenya who has attained the age of eighteen years may, 2011. subject to the provisions of this Act and any other law, join a political party- (a) upon the payment of the party’s membership fees; and, (b) complying with any other requirements as prescribed by the party. Hon. Temporary Deputy Chairlady, the essence of this amendment is to provide for an eligible Kenyan to join a political party. Members may notice that the Bill basically covers that people may participate in the formation of a political party but there is nowhere within the Principal Act that allows members to join a political party. Now that we are cleaning the Act, this amendment is providing for a person who has reached the age of 18, subject to certain provisions and on meeting the requirements of a political party, to join a political party. This is a very good amendment and I ask for support from both sides of the House. I beg to move."}
