It is still lagging behind We have not seen any improvement in the last many years. I believe that matter should come to the Floor of this House. We want to, specifically, discuss the Judiciary, because it is a hindrance to development. The rights of individuals who own property are abused every day and the Judiciary is not able to correct those inequities. When a matter lasts 20 years in court and the litigants die in the process, it is not justice at all. As they say, justice delayed is justice denied."}
