Whereas I have no problem with proposed amendment to Clause 66, I just wish to draw the attention of the Chair that by this provision, we are not stopping people from institutionalising children. I know it is a Government policy not to institutionalise children as a means of last resort, provided these stringent standards are laudable and good. I do not have a problem with the penalties on these ones because on the other one, we were penalising people for running programmes. This one is for running a home which is totally, a different thing. You get many cases of abuse in many homes and I know that from experience.
