Anybody who has an interest has a leeway of directing it through the Secretary of Children Services. So, when we now introduce this term in the Bill, we have a problem with that because as I said the Secretary is the authorised officer to represent all matters of a child and anybody with any interest can channel the interest to the Secretary.
